Parking Charge Debt Collector Letter: What to Do

Debt collector or solicitor chasing a private parking charge? Don't ignore it. Dispute it in writing with a free letter.

1. What kind of ticket?

Where are you now?

â„šī¸ A private parking charge is not a fine. The company can only chase the registered keeper if its letters follow strict rules (Protection of Freedoms Act 2012). You never have to name the driver.

2. Why should it be cancelled?

Tick everything that applies. Each one adds a paragraph to your letter.

✉ī¸ 3. Your appeal letter

🧭 What to do next

  1. Appeal to the parking company within 28 days, as the registered keeper. You don't have to say who was driving.
  2. If they reject it, they must give you a code for the free independent appeal: POPLA (BPA members) or IAS (IPC members). Use it before the deadline on the letter.
  3. Don't ignore letters. If you get a 'letter before claim', reply within 30 days; you can still defend a court claim.
  4. Keep photos of the signs (especially the entrance), your receipt or app payment and the parking terms.

Rules last checked: October 2026. General information, not legal advice; rules differ between England, Wales, Scotland and Northern Ireland. 🔒 Everything stays on your device.

Questions people ask

What's the difference between a council PCN and a private parking charge?+

A council Penalty Charge Notice is issued under law for breaking a parking restriction, and appeals go to an independent tribunal. A private 'parking charge notice' is an invoice from a company for breaking the terms of a car park; it's not a fine, and appeals go to POPLA or IAS.

Should I pay or appeal?+

For a council PCN, challenging within 14 days (21 for camera tickets by post) usually keeps the 50% discount available if you lose. For a private charge, appeal within 28 days. Appealing is free at every stage.

Do I have to say who was driving?+

For a private parking charge, no. You can appeal as the registered keeper. In Scotland the keeper can't be held liable at all. For council PCNs the owner is liable regardless of who was driving.

Is there a grace period?+

In England, councils must allow 10 minutes after paid parking ends before issuing a PCN. Private car parks must allow grace periods under the parking Code of Practice.

Can I ignore a private parking charge?+

No. Ignoring it can lead to debt letters and a county court claim. Appeal, and reply to any 'letter before claim' within 30 days.
